Build a Simple Online Ordering Website

I need a simple warehouse ordering website/system created. The site should work online and basically have two parts - the admin area and the client area. The admin should be able to do the following things:
- Add users
- Add categories
- Add products (and their descriptions, stats, etc.)
- Configure the site (other settings)
The client should be able to:
- Access the site only with their login details
- Select a category, the products that they wish and their quantity
- Go back and forth with the categories and select different products
- Submit the order (after submitting the order, no price or anything like that is needed. Only an email with the order summary should be sent both to the client and several other emails. The order summary should be stored in the client's history - in a pdf if that's possible)
