Add larger data support to simple PHP combine text utility

Job Description:
Please see attached php script. What this script does is combine two files with every possible combination on the left side and on the right side.
Right now the script is working well, but when large files are combined, the script crashes. What is needed is an update to the script to support use of large input files and output large files.
Past freelancer has tried unsuccessfully, so it's important to know that you can accomplish this task.
If you can tell me how you will do it then you will probably get the project.
This is a private and non commercial script so budget is low, I'm sorry about that in advance.
It would be really nice if script could give some progress bar or indication of what is happening and when the script is done.
Please do not bid if you are hoping for a large budget, I lost some funds from last freelancer's attempt on this project that did not work out, I'm sorry :(
