Rails + Flash App (Flex or OpenLaszlo)

This project is for a company that shows flash-based 'ads' that have a text layer/logo on top of a moving background (similar to broadcast tv). We are looking to develop an app that takes input from our individual constituents and ends up (through a series of steps) outputing a full-sized SWF or FLV file for us to run. A more detailed requirements doc is attached, but to highlight, we need: 1. User authentication and management, with user roles assigned to different parts of the app. 2. A component that can edit text (font, size, position) and save it to a database with links to the background file for future reference. As rails is built on xml that would likely be the best way to go. 3. An approval mechanism that tracks the user/time when items are approved and put forward in the queue. 4. An easy way to add new animated backgrounds to the site for users to choose. 5. A way for users to see the ads that they ran, are currently running and are scheduled to run, as well as an ability to edit and resubmit, delete or reschedule ads. We do the actual scheduling on our end (no integration there) so this will be just a calendar function at this point. 6. Output of approved ads into the final format for playback - 800x600 SWF or 720x480 FLV. The output of these will actually be two completely different sets of users, so this can be hard-coded by template (rather than on the fly). That is the overall view of what we require. ## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables):

a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
