Metadata is data about data and Metadata tools are used for gathering, storing, updating, and for retrieving the business and technical metadata of an organization. This project is to build a metadata repository and management interfaces. See the attachement for our actual needs. This database will be developed for Oracle and the client will be browser based and must adhere to web standards and XHTML 1.1. The prefered solution is Ruby On Rails, but I am open to other technologies. The database model is already provided in an ERwin format, but it will need enhancement to handle roles based security and full change history/audit functionality. It will be necessary for you to purchase the book "Universal Meta Data Models" to understand the data model used. Please provide me with the cost of the overall bid, but only place a bid for phase one (see documentation). I will also need a list of deliverables and a schedule for when they will be completed. This project requires speed, but Quality is most important. Software installation package with source is required.
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
