Extremely atractive Layout needed, HTML designer (flash and photoshop a plus)

Hello, I am looking for someone who can design a sound HTML website with NICE grafx, nice and clean, or like the XP theme, colors, etc... the challenge: we have a rather complicated webbased app we have written. problem it's not user friendly so we drafted an idea of how we wanted the interface to look like, the attachment is an image outlining that. You must be very good with html/javascript for rollovers, good concept of colors, should be able to from Photoshop document to a fully functional HTML document, with rollovers, etc... (actually, HTML or XHTML + CSS a plus too) This is an interface that features a set of tabs on the left, then a pane that has a set of 8 tabs on the right, then each tan has an expandable number of tabs, from 0 to infinity) the design should LOOK VERY VERY GOOD if you're not good with GRAFX, DON'T BID.
