When I import my WXR XML file it appears that wp_insert_post (or another function) is applying filters to strip "<?php" tags that I need to keep in my content.
I have searched the various wp-include php files to locate:
but have no clue as to what files to edit -- and what edits to make to keep from stripping the php tags. I would like to keep some security in place but need the php tags to remain. earlier versions of Wordpress did not have any problem with this.
If you know what to do, this should take less than 10 minutes to provide the code for me to add/edit the Wordpress php files.

I've dealt with this exact problem myself. I found the best solution was to add a custom function that alters the post sanitize filter to leave this information alone. I can do this for you in a few hours.
