I am looking for a programmer that knows how to connect to an api that can send SMS and Text messages for free or extremely inexpensive. You must provide options for the API as I do not have one. Functionality: It will only send to phone owners that subscribe and have paid. It will have a payment portal (paypal) It will be similar to proalert(dot)us website. But it will cover Canada and USA, It cannot be written in Wordpress. Milestone paid once significant work is completed. Lowest price with best action plan wins. Thank you.
