This is not a very complex issue, but the numbers are an issue. We want to have an on-line database developed for managing inventories across multiple sites.
The actual data footprint is small, but will be divided into a number of categories like Vehicles, Electronics, Furniture, etc.
The site should run on a SQL database (probably), and should be capable of handling as many as several million inventory items and a range of access levels.
Each inventory item should be linked with history: Date bought, cost, where purchased, serial number/s, sub-component serial numbers, etc.
The items should be tracked over lifetime, i.e. if it is moved from one location to another or transferred between departments.
Each inventory item will also be photographed and there should be a facility for more than one image (perhaps up to 5) and the images should be re-sized and/or cropped BEFORE up-loading to the database (to save space) automatically.
There should be a search function to confirm ownership, but the results will depend on levels of access, i.e. Full details (location, manager or region as well as history) and (as an example) only a "on hand and confirmed" result.

I forgot to mention that there should also be an purchasing model. Some divisions will have to pay to list items and other should have to pay to access data (minor cost per interrogation).
