PSD to Joomla, and More

We have a PSD that needs to be converted into a Joomla template and installed on Joomla 1.5.x. in our server environment. We would like a CSS-based template that loads fast and works in IE, Firefox, Chrome and Safari. This means you will need to test the site across platforms, optimize images for fast load times and build a css-based template. Additionally, you will need to do the following: • Build general main page and sub page layouts - sub pages will need some designing including a side bar and general layout • Drop down top nav bar • Provide a great stylesheet for fonts, typography, headlines and more • Provide multiple module positions and module styles(to be specified by us – but probably around 10) • Minor changes to (topnav) menu on the PSD (not aligned right) • Favicon • Develop the PSD for Joomla and CSS/stylesheet on our server • Install a flash image rotator script and images, format the image rotator like it is in the PSD – images should be easily updatable • Footer will need a flash scroll of images going from left to right (as in PSD) that links to a page • Main page content and module position will need tab module/component and formatting (as in PSD) This project is straightforward and we are looking for a provider that knows how to deliver. Bidders should speak English, know Joomla VERY well, have great GAF feedback – and be willing to go the extra mile without taking or even thinking about taking any shortcuts Please be advised this project is for our client, so decisions on things could be a bit delayed as there is a 3rd party involved, due to this, the project might take a bit longer than usual. As far as payment, we would like to setup multiple milestones to be released as objectives are met (i.e. template into Joomla).
