PSD to HTML/PHP

I am interested in having PSD design converted into code. I will deliver about 20 (+/-3) PSD files, one homepage and the rest will be subpages. All must be converted to a code. The latest html and css standards must be used and the site must be compatible with all major internet browsers including Chrome, Firefox, Opera, IE. The site will use common header and footer for all pages, so header and footer will be separate files, just included into the pages using php include. Additional php scripts will be included in the site after completion of your work, so the site must be created as php file type. The homepage will have an image slider of 5 images. Alternatively we may use short videos instead of the images in the slider, which would be placed in the slides ideally using the HTML5 video function. The slides will be changing automatically based on a time setting as well as manually by clicking slide names displayed at the bottom of the slider. When on mouse over on an active slide, the sliding will stop, until the mouse is out. Using jquery for all javascript related functions would be ideal, as we use jquery in other parts of the site already. All pages will have a common narrow header, which must be floating when scrolling the site, similar way as used for example on [login to view URL] site. In the floating header, there will be 2 menus, one menu bar at the very top of the site, with several menu links and simple dropdown menus for some of those menu options, and another larger menu with 3 larger menu items will be placed below the first menu. The 3 larger menu items will display larger dropdown boxes with links for subpages when on hover. The design of subpages will be just composed of the common header and footer and texts. Some subpages will also have an image or a tab section placed in the content part in addition to text. We would like to integrate google search or some other site search system (without db) in the site. There won't be separate versions of the site for mobile devices, but the code/site must be created in a responsive web design/adapting for mobile devices and tablets automaticaly, meaning if a client loads the site on a mobile device, the menu widths, text box widths and so must always adjust to the actual width of the mobile device screen, so that the design is not broken in any way when loaded on a mobile device or tablet.
