New wordpress site to replace old html/css site

Ik have a site in Dutch and want to paste it in a new wordpress bases site. The installation should first be done in at a tempoary url, so we can move it later.
The site shoud have a forum, url friendly, in dutch and with post allerts by email for users
The users must be able to have their own site (multisite).
In the profile users must be able to give information about themselve including some information about why they quit smoking, how long they quit smoking, how many sigarettes they smoked. This infomation must be used to tell the visitor how many people quit smoking, how long the quit smoking(together), how much money the saved total. It would also be great if the visitor can see on the first page who has something to celebrate (quited one month, 2 moths, 1 year etc.)
It is all about the technical aspect. Important for me is that it all works fine and everything is in dutch.
I can choose a free template to work from.
When everything works, I need some help to put in in the right place (url) without wordpress errors.
