OsCommerce Site being Hacked need proper fix

I have a client's OsCommerce site that is getting hacked. I had a company working on it but they are all of a sudden on holidays... and they very well may be... but I need to get the site fixed and SECURED so no more people can hack in again. It was fixed once but then rehacked again. They said they have removed all the hacked files but when I try to download a zip file onto my computer my virus software say's there is still a virus in the files.

They said they removed all the files that were infected but now a blank page just comes up on the screen when you type in the address. Latest virus found in zipped folder: Trojan horse PHP/BackDoor.C99Shell. Found in the includes\classes\[url removed, login to view] file. But when I log into the control panel and go to that file it's not there?

What I need:

1) A professional that can go through the files again to ensure ALL hack has been removed.

2) Once all hack is made sure to be removed - AS MUCH anti-hacking through txt and htaccess or anything you may think will help this site from getting targeted again (even moving the admin section)

3) Put the site back up live (without the white screen)
