Messageboard integration

This project is to make a integrated forum.
You can use PHP or ASP.
On the frontpage on my site (not the forum) I will have a box showing the last 5 posts in the forum. See [url removed, login to view] for how I want it. (Grey box in the middle).
If you can make the forum completly integrated in my site design I will rate you before solutions there a standard looking messagebord is coming up.
The forum should show Topics, Posts, Last post with date and time, Threads and number of posts. And be member based.
And I will want to translate the text in the forum(not the posts) to Norwegian or eventually that you use a language pack.
Terms & conditions:
I only pay through PayPal or GAF.
I dont rate you before the project is 100% finished and delivered.
I dont want to change the design in my site.
I pay maximum 50% before the project is finished.
You should guarantee me a delivering time.
