Three Tier Expandable Affiliate Management Program

Hello I am looking for a coder to develop or sell a web based three tier affiliate management system where I could configure the amount being paid, whether it is percentage based or flat rate. This is a membership software and when the user logs in he should be able to view the amount of commissions owed, and the genealogical chart of his first and second and third level members My budget for the whole project is $200 so it would help if you already have an existing program you have develop and wish to sell it and install for me. Level one Level Two Level Three I want the organization to be represented by a graphical chart if possible if not just skip this feature and make the system expandable so we could develop this further down the road later
