Web Based CSV to QIF Convertor

This project involves knowledge of the Quicken Interchange Format (QIF) if you do not know about this simple text format please see [login to view URL]
I primarily want to develop this project for my own personal use, however if it's easy to use, I would like to host it on my website so others can use it. I'm a big fan of [login to view URL] for automatically data entering and paying my bills. However, they do not support QIF format for exporting transactions to accounting software. I'm not sure why since the QIF format is very simple and still used widely. In addition, [login to view URL]'s exports are sometimes not true CSV tables. They have a lot of extra lines that can break spreadsheet macros to process the lines in bulk.
Therefore, I would like to have a CSV to QIF convertor created. I envision there will be 4 steps to using this convertor:
1. Select the CSV file to import
2. Select filters and line exclusion preferences
3. Assign columns to specific QIF tags
4. Accept the terms, start the conversion process and download the converted file.
Please see the attached mockup for more information on how I envision this simple convertor tool working.
This project may include open source (GPL, GNU) components, however you must indicate this in your bid.
Please indicate in your bid if a database is required for your project. Ideally, I would not like to use a database and I do not want any data stored on the server after a file has been processed.

I thought it would be better to use checkboxes to select the rows you don't want to include (as well as columns assuming that you may want to ignore some columns in the QIF). More in the private message with attachment
