User management system

Hi. I recently built a site for user artical submission. I have the homepage mostly done but need someone to build these features into the site so I may continue to finsih it. I need a basic search box install on the homepage. BUT most importanly I need the following capablities *For users to be able to post articles uunder a certain subject (admin would then approve it and it would appear on the site) *To monitor how many clicks each user got on each article they wrote *When articals are posted under a certain topic, users would need to be able to vote on how good the article was, and the higher the rating the higher they apear on the list. The artical placement would also rely on how good a users other posts were. etc. Low rating would be at the bottom. So basically I will be paying people per click to submit articles and would pay them with a minimum balance of say $50. So I need my site to be able to do this. mabye you can use something like [login to view URL] and modify to suit my need. MY BUDGET IS $100 Site is not live yet but I would put it up so you could work on it.
