GarageBand Clone

I need a [login to view URL] clone that uses 1 or 2 MySql Databases (written in PHP). It should support User Registration, Pay-Per-MP3 Upload with a PayPal Gateway, dynamic band 'profile' pages which the band owners can edit, band 'song' pages which feature the selected band's songs, a band/song rating system, and most of the other features from that site. If some features are not able to be provided, that is okay, but you must report what cannot be done. I know that the budget for this project is not very large, but we may award commisson (or other payment) from the PPUpload to the site designer (Negotiations for that will take place after bidding is complete). We need a basic site template made that we can easily edit. The programmer for this site does not have to be an expert, but the delivered software MUST be functional as described by the programmer.
