download zone

Hi, We are looking for someone to build a download zone in which will be place pdf files. What we need is described as follow! login / password to get access to the page where are located the file to download if user is not registered he has to complete a form with personnal details (required fills and exclusion of free hotmails accounts) to ask for a login and password. The form is sent by email, we check the details and we reply to the user with the informations to enter into the download zone. We also want to be able to modify the password sent, each month, so that the password will not be propagated without registration. Thus, it should be allowed to set up a list with 12 passwords that change automatically at the beginning of each month. As an option we would like to have suggestions, advices and a quote to implement a full restricted area with categories protected by passwords (differents ones). Then abilty to upload file to this zone for some admins. This not required by now but will be in a near future. Finally we would like to place the login/ password on the homepage so that the user directly goes to the download zone. We request someone who is creative, communicative and professional.
