Existing website/script changes needed

I need some changes and adjustments to be made to my website. Here's what I need: 1) make the entire site to be responsive so that when everything is finished I can use an online service to create native iOS and Android apps using the website 2) front end menus working together with the backend (re. 1 bedroom = 1 hour = $8 and so on) 3) front end zip and postal code fields will use a postal and zip code text file that will help validate this field and offer users options of postal and zip codes as they are typing it in the field 4) all fields on the front end need to be completed and validated for errors (i.e. email addresses) 5) once services are selected the script takes the user to a contact form where after completion of the information (if the user is already registered then he will be asked to login instead) and submission, it will display the pricing for the service. If the user agrees then it will be taken to paypal to process payment and back to the site to see a thank you message. 6) as soon as the user sees the thank you message, an email will be sent to all service providers in the database that cover the zip code or postal code entered by the user and that match his form (i.e. user orders home cleaning in the 33120 zip code area and we will match him with all registered home cleaners that entered 33120 in their area code) 7) the email sent to service providers will ask them to click accept or decline. If they click decline then a thank you message will be displayed. If they click accept then the script will detect which service provider was the first one to click accept and will award the service. An email will be sent to all service providers that accepted but did not win saying thank you for applying for this job. Unfortunately you were not the first one to respond to this opportunity. 8) the service provider that won the job will then receive a second email with all the information necessary to perform the job (re. name of the buyer, address, job purchased, etc) 9) the buyer will also receive a confirmation email where he will see a picture of the service provider (so they can be recognized) as well as the service provider contact information 10) service providers will also need to complete a registration form to be part of the website. The registration form will ask them for company name (if applicable), their first and last name, address, phone number, zip or postal code and country (only USA and Canada), etc, etc and also to upload a picture of themselves. 11) an admin panel where I can manage webpage titles, metadata, paypal information for me, see all buyers, all service providers, see metrics of how many people purchased today, yesterday, week, month, year, etc See what jobs have been posted, accepted, who won the project, etc 12) Once the job is completed, the service provider will have to login to the site using the site or phone and acknowledge that he has completed the job to the customer satisfaction. After he submits that information (we will save the date and time of that in the DB) then the script will trigger an email to the buyer asking them to release the funds. We will see in the admin panel a section called Release funds. In there will be a list of all jobs that are completed and that we need to pay the service provider.
