Creating an auto-responding email system out of a form

There is a form, which on submission inserts data to MySQL DB. In this project I require that on submission, form will also create an email client (i.e. an email address), which has an auto respond system (like gmail labs canned responses feature) which is generated from DB, i.e. a set of rules to sending out predetermined email messages, where both the rules and messages are derived from the DB (or equivalently from the form itself). Note: system should be automatic and immediate, i.e. after submission of form, user can send an email to the email address and it will respond with auto responses as requested. Please mention in bid (or PM) what method you are planning to use in order to complete the project.
