Development of business management software for Australia Self-Storage business

**BACKGROUND**
I have an established self-storage business in Australia that has been running for 5 years. I have about 250 customers and I'm currently using an Excel based system for tracking my customer payments.
While there are many off-the-shelf software applications available for the self-storgage industry, I have not yet seen one that is a good fit for my business.
I understand that it is not possible to quote on a project where the scope is yet to be defined. What I'm looking for now is an Expression Of Interest that details your experience, along with a quote for the scoping exercise.
**B) STAGES AND PAYMENTS:**
I see this project in four stages:
1. Requirements and scope definition.
This is the first stage and a fee will be paid for this stage, independant of the next stage. At this point you are bidding just for this stage, but with an understanding of the context of the entire project. A scoping document and a quote will be the deliverable of this stage. This quote will also include a framework for pricing of variations / scope creep, which is inevitable in a project of this nature.
2. Application development.
This is the major part of the project. The cost for this will be determined from stage one, and so I understand it is not possible to quote on this until the scoping exercise is completed.
3. Ongoing maintenance and enhancements.
The pricing of this needs to be considered and agreed on at an early stage.
4. Potential sales to other self-storage operators.
There may be scope for this and while I would retain ownership of the IP, I would expect that the developer would share in the profits of any future sales.
