Second Hand Car Sales Site

I need to design a website for the sale and auction of old and used second hand cars. Website wil have three main Users, One is Admin, second is buyer and third is seller. Buyer can place their bid on the cars, Sellers should be able to provide the description of the car and should upload the picture of the car. Your suggestion will also be necessary to make this website fine. I need an admin section to control all the facilities, Admin will get a commision from the seller at the rate of 5% on each sale. I'll appreciate if you could provide the solution for payment integration. We can discuss in details with your suggestions.
