Basic Image Manipulation program

I am interested in obtaining a bid for the development of an application that would allow me to supply line drawings that could be dragged by the mouse into the main window, colored by a fill tool, and combined with other objects to form a new picture. A simple example would have a series of parts to a flower. Where different types of petals, stems, leaves, etc. could be put together and colored to form the picture of a flower that could be printed out. The initial idea came as a tool for my daughter with Downs Syndrome to be able to use, but has many other possible applications. Simple cartoons, etc. The application would have to be simple in it's use, allow for bucket fill type coloring of line drawn objects, drag and drop placement of objects, the ability to overlap objects and position front or behind intersecting object, and finally the ability to add new objects from collections that I would provide. I was thinking of attempting to do this myself in Open Laszlo, but since I am still very much a newbie to Laszlo I am putting this to bid. Laszlo came to mind as a desktop style application that could access the web to download/purchase new object groups, but I am open to suggestions. Les ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Running on Windows at minimum, 98 and newer
