Reception Interface and Back end Database software

I am looking for a highly skilled and efficient company/coder to to design, code, and test software for operating as a Pay Per View TV reception interface with remote access to a backend database. Below is an outline of the system, for more detail please review the attached files. The Technical specification is one way of performing the task - though please feel free to recommend others if necessary. The system has 2 aspects to it: 1) The Reception computer Application 2) A back End Remote server Database (in another country 1) The Reception Computer performs the following: - enter customer requests for ppv tv to their room - Configure the system (under password) - Communicate with the ppv tv system over standard com port - Regularily communicate with the back end server over the web to upload usage data for billing reasons and to receive validation for usage - Standard Reports - Other tasks as specified in the attached documents 2) The Backend Remote Server - Data storage of all reception systems - Admin interface to allow for report generation - Other tasks as specified in the attached documents the Reception interface will be predominantly used in a spanish speaking environment, therefore the application must be able to be switched between spanish and english A Key aspect of the system is that if the hotel does not pay their bills then a setting in the backend server should indicate to the reception computer to prevent all access to the PPV tv. Please respond with any questions, proposed soution outline, then price. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) All source code to be fully documented in english 3) Full documentation in English on the system including but not limited to the database structure, stored procedures and design philosophy 4) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package and instructions in English that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
