We need to develop an application for a distributor. I am a Microsoft developer, but do not have the time to develop this application in the timeframe needed. I am looking to outsource the project to someone with time and resources. This is expected to be a one-time project for now.
The application is a distributed application needing a local database to store manufacturer data to reside on thousands of individual, traveling sales person's laptops. The sales force have wireless internet, but for speed and connectivity issues in some areas we require the client app. Additional features will be conditionally available if the sales person has a good internet connection.
The application is expected to have 500,000 rows of manufacturer data from hundreds of manufacturers with full release. It needs to have search, suggestive selling, order quoting only, integration with an existing application the distributor has for sales orders, order history (for reminders), and web capable for downloading the conditional services such as PDF, video, and audio.
The sales force will potentially update nightly for data and application updates. The update and online services will require a web-service piece as well. We would like to handle the web-service piece, but may also want that included. We would like to have the application written in ASP.net and Visual [url removed, login to view] using a local database engine capable of hosting a large amount of information with fullbuilt-in full-text indexing or a custom full-text indexing support. I would want stored procedures and a multi-tiered architecture.
We are targeting a working solution for our client demo by the end of the year.
We will require a confidentiality and no-compete agreement before we can go into great detail. We will be applying for a patent and many copyrights.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
