We require a smooth "scrolling text" / "text ticker" / "stock ticker". It needs to run at a low level, such as the kernel, so that no matter whatever other processes consume CPU cycles, it will still retain enough CPU cycles so that the scrolling text will be smooth. Even a 100 ms pause will be to much. We currently have a scrolling text feature, but when calling Windows API functions such as BitBlt or StretchBlt, our thread is paused until it completes. This may take a few 100 ms and to the human eye it appears as a pause in the scrolling text and completely breaks the illusion of scrolling text. The scrolling text only needs to be standard Windows fonts, moving right to left, at a fixed speed, without any effects. There is no need for fancy stretching text, which you can see on Sky, CNN or CNBC. Preferred languages are Visual C++ 6 and Visual Basic 6 though we would consider other solutions. ActiveX or DLL's are fine, source code to integrate into our code is also ok.
