Automate download file from FTP server and save to server

I need 1 csv file downloaded every hour. This file is located on a external FTP server, I have the login details and can link directly to the file. Your job is to make something to automate the download of this file and UPLOAD it to our own webserver (through ftp also). You can make it in php script and have the whole process being handled online. Important is that we do NOT have to start the process at all, it has to work automatically always, 24/7. or perhaps better a .cmd file that is executed by windows task scheduler on our internal server. So that cmd file downloads the csv file from the ftp, and uploads it to our own ftp. Any other / better solution is ALSO fine, as long as it works perfect. I think this is 5 minutes of work for someone who knows how to do it. I accept bids between 5 and 20 euro.
