** This is a very simple project for an experienced programmer. **
I'm trying to get some kind of custom software built to help take away from the tedious tasks of managing my audio files.
NEEDS:
I need to be able to open, compress, and run several routines on mp3 files.
WHY:
I have a bunch of seminars on CD that I have to listen to in the next few weeks. I want to be able to speed these up to x2, x3 and x4 (400%) so I don't have to listen to them speaking so slowly.
STEP 1)
I need to be able to do both of the following.
a) Put a CD into the CDRom and then RIP the contents of the CD.
b) Or simply load up an existing MP3 file or series of files in a directory.
STEP 2)
I want to be able to set the quality of the sound file bit rate (kbps) and the frequency (Hz).

STEP 3)
I also want to be able to set the speed of playback for the file. This feature can be found in many different software programs such as Cool Edit Pro, Sound Forge, etc.
I just want the option of being able to select between 200% to 600% (increments of 100). This way when the file is completed and you play it the speed is x?.
NOTE: This must retain the pitch so they don’t sound like chipmunks.

So that’s pretty much the basics.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
This only needs to run on Windows platform, XP, 2000, etc.
