Website Design and Build needed (Creative)

I need a website designing and building for my Online Media Company. I looking for a creative Designer that can design a site similar to this;

I would like something very similar to this, including the flash at the top.

It needs 10 pages;

It must have a call back form on every page and a rotating ‘Latest Projects’ section on the home page (as the Kudos site).
The site can be built in any format, i.e. asp, php etc. The only thing I would ask is that any header, footers and the navigation menu are incorporated as a separate file and use the ‘include file’ code as this site here; http://www.writeoffloan.com. Example: <!--#include file="[url removed, login to view]"--> (Its just so much easier when things need to be changed or updated).
I specialise in SEO marketing and am constantly getting asked to design websites for my clients so there will be a lot more work in the future for the right person/company.
Please note: I dont need a CMS of any kind added to the site. I have basic html experience and I can use Dreamweaver to do any minor updates if needed.
I have secured a domain and a hosting package so I can just send the FTP details over.
I will supply the content for all the pages.
This is a Design AND Build project.
