.NET Generation of XML from SQL 2000/IIS

I require someone able to write a VB.NET/ASP.NET application that is able to read a user cookie, query SQL Server 2000 and then generate XML that looks like this: <[login to view URL]!RENTALS/red-dog/toolbar/[login to view URL]> I have documentation on the XML format. The application will live inside a DotNetNuke Portal-based web site. This is based upon the iBuySpy portal from <http://www.asp.net> from Microsoft. The portal has been updated so that .aspx files will run without interference with the portal. There is an EXTREMELY TIGHT DEADLINE on this project, so if you are not 100% certain that you can do the project FAST AND EFFICIENTLY -- DO NOT RESPOND!!! Two programmers started the project, and wasted half the allotted time before finally quitting -- and I cannot afford to have this happen again. When responding to this bid request, please provide URL References to .NET projects you have completed. You ABSOLUTELY MUST HAVE EXPERIENCE with SQL Server 2000, IIS6, ASP, .NET. You must be able to turn the XML sample files I create into a workable and efficient database design. You MUST be able to create .aspx pages that generate XML using stored procedures in the database. This is a high-profile, high-performance applications, with thousands of simultaneous users. It must be fast, efficient and done right. Experience with DotNetNuke or iBuySpy is not essential, but is definitely BENEFICIAL -- so please do tell me if you have experience with this product.
