This project involves creating a Web page that helps my client track progress on its sales goals via a graphical representation of their progress to date versus their target goals.
The Web page needs to look something like the graphic below:

This is the very famous "United Way progress thermometer" that the charity United Way uses to track its progress.
For my purposes, I obviously want the client name on the page there instead of "Cornell University". I also need an AsOfDate field.
Instead of a dollar amount like the $500,000 in the picture, I want it to be the target number of new customers (e.g. 500) that my client is trying to get between now and the end of January.
Instead of progress by percentage, I want the absolute progress in terms of number of new customers. So, for example, the gradations in the thermometer bar might be 50 customers per segment. So, for example, when the client has signed up 250 new customers out of a target 500, then the thermometer shows red halfway to the top - i.e. 50% of the goal has been achieved.
Finally, I need a simple way for the client to update the progress to date number -- the target will stay fixed but it would be nice if it could change for later use (e.g. next year when the target number is different). Ideally, in the code at the top of the page there are four variables: targetsales, todatesales, asofdate, and weekslefttosell. My guy can just open the HTML page, change the fields, reupload the page to their private intranet site, and then the reps and the rest of the company can see progress to date for the week.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.
3) Exclusive and complete copyrights to all work purchased. (No GPL, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site).
## Platform
This needs to run on a Windows NT/Win 2000 web server.
The client browser is IE (very recent or latest versions).
It can be dynamic HTML, javascript, flash, cgi-bin with PERL or someother language. No complex solutions please - e.g. I don't want ActiveX, C++, DLLs, Java, etc.
It seems to me like dynamic HTML and javascript is going to be the right answer.
If you can find a shareware or freeware utility that already does what I want, great.
