296725 XML feed (script creation)

I need a programmer to be able to get a xml feed from an email and have it converted (info) into my employment website (database). I run the [login to view URL] employment script which runs in a perl environment with pipes as delimiters. When I receive my xml feed file, I want that info. to be able to have it go into the right categories/sections of the job function and once it is loaded, the script has to update the count and information from within the jobs database. E-classifieds script knowledge is helpful. Notes: I would like a admin panel to be able to select or de-select each job listing and be able to see each job listing section on where it is going before it is exported into the employment database. ex: 1) receive xml feed (e-mail) 2) goto admin area page 3) upload my xml feed for conversion 4) results page and be able to have a final selection on each job if it is going to be exported and an option to change the section where it is going to be exported. 5) hit 'submit' 6) script runs the info. and puts it into the employment database and updates all necessary info. in each category and count.
