78343 Freelancers Customization

I need the "Freelancers" script from SmarterScripts customized. I need you to inlude my header and footer files, as well implement a css stylesheet for the script, using Arial,Verdana,Helvectica in variations of sizes. I will need the homepage created. It will need to display the top 20 newest projects, as well as the top 10 programmers. Do not worry about graphic design, as I will later edit these pages to incorporate my look and feel. I am looking to get this completed right-away.
