recoding of a website, paypal integration, other function

This project is for an experienced and talented programmers only.

Our site is a text based learning website - content based, subscription recurring, non-recurring based, managed by paypal API; and administration panel to manage our users and our contents

We have created a website 80% already (see the attachment to check the site directly). However we have encountered issues due to the followings:

1. Bad and extremely messy coding structure

2. Bad programming language - hacker prone language

3. Disorganized database with bad way of using cookies to gather information so we cannot fully gather all necessary information to run our website effectively.

4. Non-scalable in terms of adding more functionality because of all the above.

To fix the above from their roots, we want you to create the site from scratch with condition.

1. The design, tab locations and what they are, etc... should be essentially the same as current one.

2. Content that we wrote must be the same.

3. Class contents that we are currently updating and adding must be used as it is.

4. All the current existing functionality on front end, administration end must be fundamentally the same and improve from there according to our specification (see the attachment for the details)

5. Programming language must be hacker free like oop

6. Use appropriate structure software to create organize coding and database.

7. Use cookie in appropriate ways only.

8. Follow additional requirements within the attachment

If you are an experienced coder, this project is not that hard. We don't want to waste any time or money so STUDY our requirement for additional info and our website, and ONLY IF you can do 100% or more, then apply to this work. Also, budget must be competitive $250 - $400 range. Give us a realistic work time range including holidays or Sundays. We may penalize a coder who cannot respect the deadline. We are only willing to escrow 20%-30% max. Only the best apply. Ready to discuss how our site work in detail when you bid.

If you can do the task well, we'd like to hire you for much larger task right after this one. Please think of this project as to show your skill and talent.
