Convert my BOM and Circuit Design Files to an Eagle Schematic and Improve battery charging speed

I have a BOM and some circuit design files that need to be converted to an eagle schematic that allows me to make design modifications in the future. I have made this PCB in the past but do not have the schematic files to make modifications. The order of components needs to stay the same and the size of the PCB must stay the same. The PCB is for a pressure sensor array with vibration motor drivers and BLE communication. It also includes a rechargeable battery module. This is a 2 part project, the first part is to recreate the original PCB and the second part is to improve the battery charging module for the PCB.
1) Make Eagle schematic and Gerber files based on circuit design drawing and BOM provided. Keeping the PCB size constrains the same and the positioning of the RGB LED, Power Button and charging port the same.
-Size is: 19mm X 96mm.
-Thickness is 1.6mm.
-Material is FR-4 TG130.
-Copper Thickness 1oz. Inner copper thickness 0.5oz.
-Surface finish HASL.
-Min tracking/spacing = 6 mil
-Min hole size = 0.3mm
2) Improve the charging speed of the PCB. Our previous PCB took more than 4 hours to charge a 3.7V LiPo battery. We would like to reduce this time to 2-3 hours if possible. We would also like the freelancer to double check the motor driver which controls the vibration motors in our PCB. The motor drivers should provide a steady 3V supply to each of the 4 motors but this seems to decrease with the battery level.
Proposed Milestones:
1) Eagle Schematic and Gerber Files for Original PCB, BOM (20% payment)
2) Eagle Schematic, BOM and Gerber Files for Improved PCB, BOM (20% payment)
3) Testing of both PCBs in our office after we have them manufactured based on the gerber and BOM files (60% payment)
