Desktop detail capture

We have been commissioned to develop a windows desktop program for a airport lounge company In the lounge they have about 10 computers that clients can use free of charge to browser the internet. They want to be able to capture pupils names and address before they can access the computer. Their details should be written a database, they must be able to export the details to CSV file so they can upload to their email marketing system. I was thinking that we could maybe have screen saver, which activates after a certain amount of the inactivity and to access the computer they must enter their details. They also want the same functionality developed for an ipad.
