simple chat and alert broadcast messaging between users on PhP website

Our website is a PhP website based on wordpress. It's now fully customized and functional. The website is a freelancer website where clients can hire freelancers. We need to enable 1. alert of new job postings. whenever there's a new job posted, the job title/summary should be sent to all opened pages by all users. 2. private chat between users: client can chat with freelancers privately. The chat system should be based on XMPP, e.g. MongooseIM. We have a MongooseIM server ready to provide chat services. In the backend, the admin should be able to see/edit all ongoing messages. The alert broadcasting and chat should support at least tens of thousands of users at the same time. the job has to be done using remote control software like Teamviewer or Anydesk.
