This is one of my favorite kinds of projects...But, realistically I'm not sure what kind of quality you'll get for a $30/budget. Here's how I would propose to go about the project:
1. If you like my proposal, we chat about your project requirements for 15-30 minutes to make sure I understand what data needs to be compared/migrated between the mysql and postgres database tables.
2. If we are in agreement at that point, you award me the project on Freelancer and I will accept it.
3. You provide the mysql and postgres data to me so I can test/work with it locally on my development system. This would be much better/safer than having me work on your "live" data while developing/testing the code. I'll probably spend 30-60 minutes importing your data. I already have both mysql and postgres.
4. Given that you have two different database platforms I do not think it's realistic to have a single "SQL script" that does this job. Instead, I would propose to write a small "command-line ruby application" packaged as a Ruby gem (1-2 hours).
5. You would be able to install/run this command line application on a linux system of your choosing so long as it supports Ruby v2.0 or better.
6. You test the application on your local system. No more than ~1 day.
6. From start-to-finish I'd guess we're looking at 2-3 days with back-and-forth communication, testing, etc.
7. One payment at the end of the project when we're all done.
