Premium SMS service script

We want to start a premium sms/mms service and the script need to know the followings: - admin interface: all infos about activities, subscribers data,...etc - operator interface with some restrictions. Needed: image, text upload function About the system: The subscriber send an SMS to a premium SMS number gateway with a special ID short code which are in the first couple of characters of the SMS content. When the subscription has been succesful than the his/her SMS content could be show on the operator interface. The operator could send back SMS/MMS content to the subscriber's mobile directly from the operator interface. Also the subscriber SMS/MMS's content could be preset, because when he/she send a following sms/mms than the operator need to see,know the previous sms/MMS history from this sender. If the operator doesn't accept the SMS/MMS within 30 sec, than the SMS answer right need to forward to the following operator.
