POS and Tournament Director for Poker

I am looking for a skilled freelancer to develop a POS and Tournament Director system for our poker events. The ideal candidate for this job should have experience in developing similar projects and be knowledgeable in the following areas:
- Knowledge of Texas Hold'em, Omaha and Stud poker games. Including both cash games as well as tournaments.
- Ability to support multiple tables for cash and tournaments
- Experience in player registration
- Strong understanding of point of sales application
The main features that are required for this project include:
- Support for multiple tables tournaments and cash games (table game management)
- Live broadcasting of game information and tournament info to website
- Fees collection
- Employee Management (Schedule, table)
- Reports and Analytics
- Player database
- Tournament Registration and execution (clocks, payouts, blind levels, balancing tables)
- Loyalty / rewards / voucher / comps management
- Promotions management (i.e. high hands, or 10 hours gets 1 hour of free play)
- Drawings management
- Waitlist Management
- Android tablets to connect through websockets that will be at each table for player time tracking
- Integration with id reader and player card printing
- Player text notifications (using sms-to-email gateway)
- Dealer rotation management
- Ability to cast to multiple TVs for things like tournament info or waitlist
