Cocos2D-X. I am a Unity 3D developer currently employed part time creating mobile apps and have experience creating platforming apps as well for both mobile and PC. All the apps I have created so far can easily be changed (some already have been) to WebGL as well. The current employer of mine has me making educational games for the web platfom and use on android tablets in schools. Given you haven't given any details on the project I cannot estimate how long it would take and thus how much it would cost. My required amount is $100 per day and once we have discussed the project I can give you a true estimate of the amount of time it will take me.
