Our teams are working at railway tracks. We want each of our teams to have an android app wherein they can enter data, add photos and this data has to be saved in a google sheet. It should also have an offline mode wherein if there is no internet connectivity still the user can enter the data and photo and when the connection is available then the these things get uploaded automatically in the background.

Hi, I have done similar project where we are uploading the data from the android app to the google sheet and we are also saving the data in local memory when there is no internet available and sync button to send the data when internet is available.
