Hello! I've been doing many electronics and robotics projects over the last few years. You can also see one of those robots I had build on my portfolio. Anyway for your project I think we could use a water sealed thin battery (watch battery, etc) with a very small phone vibrating motor(coreless). We can use a simple resistor network to control the frequency as well. It's not that hard to water seal the whole thing and it would be very cheap as well.
