MatLab Project: Variational Tetrahedral Meshing from STL

I need a MatLab program that can read in any STL file and create a variational tetrahedral mesh where the triangles nearest the surface are approximately 10x smaller then the triangles in the interior of the part. This is to compliment an abstract that I am creating and I am not very knowledgeable of MatLab. It is the idea that to run FEA the surface is more critical then the interior portion.
Please see attached pdf file for what I need this to be able to do. Please only bid if you know you can complete this within a weeks time. This is a reposting as the original awarded bidder was unable to complete the project.

The bids being placed far exceed the bid range. My max for this project is $250 although I might go to $300 for a quick turn-around with excellent results.
