Project for Yaroslav - License plate detection

License plate detector running on RPI4 integrated to existing Motorcycle and Helmet detector project.

New feature must detect (when possible) and keep track of the license plates of the vechicles that are seen through the camera and if vehicle is a motorcycle then image must be saved to disk.

Keeping track of license plates can be done by a simple text file with all license plates detected with a timestamp.
