Anomaly Detection for High Response value for Address / String

i have an performance api that takes input as address and country and returns the response time

i want to find anamolies where response time is high for cetain address and country

address is combination of ADd(can be taken a single String ) and country

i need this to be done in Azzure ML studio

input is provided

expectation:

if i enter address as 818 SUNSET DR COLO IA 50056 country usa and response time as 200 then this is anamonly as this address is normally served in 25

this needs to be done in Azure ML
