thank you for posting this interesting project.
I normally don't do hourly projects, but I do like interesting projects involving protocol-level networking, so I'd like to offer you my services. You can then decide if you wish to collaborate on a fixed price project.
Just to make sure I get this correctly, I assume you want a system which uses DNS to redirect certain domains to your server(s), where the requests are redirected to the (geo-protected) original servers for that domains.
For the software part, I can implement an efficient solution in C++ for you.
For the server part, it will be important that you make sure you have enough I addresses for the domains you want to redirect ("unblock"). Also, you will need at least one server in the US to access Netflix.
My philosophy is to build the software in a way where it will either run unattended, or will provide the necessary configuration possibilities to the customer. I have customers where the systems I built for them runs for years and they just contact me for new features. So we should discuss what changes you may want to make when the system is running.
When we have everything discussed, I will be able to propose a fixed price for the complete project.
