Hello, In joomla there is two way to managed multilanguage, as per default joomla you have to create each menu linke, article, module in other language and second you can user falang 3rd party extension which provide you option to add all menu, article, module text for each language. so as per your description you just want to installed language and content you managed means you know the flow as above i mention.
