XtremeTop100 Vote Bot Program

Hello, I need a auto voting PROGRAM to vote for us on sites like: [login to view URL] I need to make AT LEAST x votes every 12 hours, and each vote must be from a different IP since the site allows you to vote only every 12 hours. There has to be some way of you either fetching a list of proxies or getting it or any other way. This has to be a PROGRAM, not an internet script. It can be in any high-level programming language like C/C++, C#, Java, or anything similar, but it must be a program. You must speak to me through MSN / Yahoo Messenger. I will provide you with my MSN/YM once you are selected. Please don't post here if you cannot do exactly what I want. If there is no way to bypass it, then please make the program to where I can just keep typing in the captcha myself and it keeps recording the votes with however you setup the program. The main point of this program is to get me in top 10 since a lot of other sites are some how doing it. I'm not sure how, but they are. I'm willing to offer about $150-$200 for this project!
