Large Project - Digital signing of diverse documents/media - multiplatform

Attached is the information of the project. It is not exhaustive by no means but I would need to get an estimate and a brief description about the milestones in which the project could be split into, delivery time, hours per milestone, the infrastructure proposed, monthly fees for web services or APIs involved and any other considerations taken.
Regarding a specific point: validation of identity. We have found a provider that has a web service to validate the identity of a person. This process is based on questions and should be used during the registration process.
This is web + Android + iOS application. We expect a single code base for the three platforms.
We would prefer Python being used in the backend , VueJS in the frontend, although we are open to other alternatives you may want to propose.
A rough estimate possibly between a minimum and a maximum should serve us as a starting point to evaluate proposals. Please state clearly the assumptions or limitations that the proposal may have explicitly.
